outbark.lol is a public leaderboard of dogs. You upload one photo and a social handle, the internet votes your dog up, and the dog with the most votes gets the big card at the top. That's the whole site.

Is it free?

Yes. Votes are free, entering is free, and money can never buy votes. Ever. If a paid board exists, it's a separate tab with its own rules, clearly labeled, and it doesn't touch the vote counts.

Why?

Because your dog is the best dog, and there was previously no authoritative ranking to prove it.
